Biography

Richard (“Rick”) C. Lievens, was licensed by the State Bar of Texas in 1979, and is board certified in Property Owners’ Association Law by the Texas Board of Legal Specialization. He has served as committee member of the State Bar of Texas Condominium and Cooperative Housing Committee, has served on the Board of Directors of the Greater Houston Chapter of the Community Associations Institute (1985-1990), including chapter President in 1987, and is a former adjunct instructor of Real Estate Law, Contracts, and Community Association Law at the University of Houston Real Estate Institute.

For over 45 years, Rick has practiced law in the areas of real estate, probate, and lending, with an emphasis in community association matters. His community association practice includes developer representation, homeowner/condominium association representation, drafting/interpretation of documentation (Declaration, Bylaws, and the like) collection of maintenance assessments, and deed restriction enforcement.

Prior to his affiliation with Barsalou & Associates P.L.L.C., Rick was a partner in the law firm of Frank, Elmore, Lievens, Slaughter & Turet L.L.P., a distinguished Houston law firm which focused on real estate, lending, and condominium development.
